A TransAsia plane on Wednesday crashed into a Taipei river shortly after taking off, The Wall Street Journal reports, with at least 23 of the 58 people on board killed in the accident, according to a recent update from The Guardian . The plane briefly clipped a bridge seconds before it crashed into the river, with a passerby having recorded the whole incident on a dash camera.
